Hotel Imperial was formerly known as Sheraton Imperial. It's rather established and has rather good location for night entertainment, if you are up for it. It is just located next to the Heritage Row. The room could probably be a little worn compared to Hotel Nova but the standard is still there. Hotel Imperial would definitely cost more.
Hotel Nova is rather new in town and it is located exactly behind The Pavilion, one of the largest and latest shopping mall in Kuala Lumpur. As it's new, it's probably a better option for those who prefer cleanliness but mind you that it would be smaller than the Hotel Imperial. Smaller as in not only room but the size of the entire hotel too. In terms of location wise, Hotel Nova is a better bet.
Just personal opinion. My idea of small could be different from your idea of small.
